It will hj» pleasing to most contributors to th« unemployment fund to note that it is to be the intentions of the Unemployment Board to spend the fund* solely in helping unemployed men wifiin£ to work and not to assist the man -who i-s unwilling to work. In this respect [ believe the general pnhlic are under a misapprehension, and are of th# opinion that the collected total tax. together with any subsidy, is to \*» expended in the shape of a dol~. in s measure similar to that ruling -w Finland.
