THIRD RACE POSTPONED.

Advice from* Newport states that a heavy fog and lack of wind caused the postponement of the third race for tho America's Cup. Tho yachts did not leave their moorings. Mr Charles Nicholson (designer of Shamrock) announced that the 20001b of ballast removed from the yacht before yesterday's race had been restored to Shamrock last night. Possibly other changes will be made. "England is beginning to realise that she can nevei lift the cup u nd ? r tho present conditions, and probably will never try again," declared RearCommodore Ralnh Groveraines, of the Royal Ulster Yacht Club, who is aboard Sir Thomas* Lipton's steam yacht Erin. He believed tho strain of crossing the Atlantic tinder her own sail undoubtedly hurt Shamrock, which looked to be an entirely different boat in the trial races in British waters, giving confidence to England beyond any other challenger Sir Thomas Lipton had produced. Mr Groveraines suggested that England should be allowed to build a boat in anv section of the Empire, such as Canada, saving six prcciou 3 weeks' tnning-up period. * avoiding the strain and possibilities oi harm in crossing tho ocean. SHAMROCK V. DRASTIC CHANGES TO BE MADE. (Received September 17th, 5.5 p.m.) (BIIITIBB OFNCIAX WIRSLESB.) RUGBY, September IC. Sir Thomas Lipton, owner of Shamrock V., states that Shamrock has not done so well as during the trials, and drastic changes would be made before the third race of the series, for -which the weather experts forecast more wind.
