There are several reasons why it would not ba_ in the best interests of the City to increase Labour representation on the City Council. One reason is that, the Labour people are very liberal in parting with ratepayers' money, and if they should in the future secure a majority on the Council,'it will be another return of "spoils to the victors." The last chapter of Labour rule has left iti l -mark in increased indebtedness, which the ratepayers are called upon i to make good.
