REPLY TO MR RAMSAY MACDONALD.

In a verba] note, replying to a communication from Mr llamsay Mac Donald, Sidky Pasha, the Egyptian "Prime Minister, refers to the statement that the British Government does not intend to be used as an instrument for an attack against the constitution. Commenting on this, Sidky Pasha says that the declaration would have been justified if Egypt )iad solicited Britain's aid, but in the absence of eucb a reqwst, which, while Egypt is • in tho position of an independent State, will not , be made, the declaration can only be interpreted as an interference in affairs over which Egypt has the sovereign prerogative Sidky expresses regret at incidents in the recent riots, and stresses the fact that the safety and interests of foreigners will immediately be given attention. He suggests. in view of the restoration of order that the presence of British warships in Egyptian waters is no onger necessary;
