Maxton's proposal regretting that the Home Secretary, _Mr J. R. Clynes, had refused to exercise his constitutional power of reprieving William Podmore, in which case a large volume of public opinion urged such action. The resolution added that the Independent Labour Party had repeatedly declared in favour of the abolition of capita] punishment, and that this was an opportunity of avoiding useless barbarity. Tho text of the resolution was telegraphed to Mr Clynes. . A resolution' was also carried deploring the failure of the Government to make adequate provision in the Budget by a drastic taxation of the wealthy for the money required for social services.
