NEW COUNCIL SWORN IN. (UHITEB PRESS ABSOCIATIOH —B1 ELECTBIO TBLBOB4PH—COPTBtOHT.) HOME, April 21. One hundred and fifty members of an important new Industrial Council, comprising representatives of the employers' and workers' organisations, t who have been entrusted with the organisation of Italy's schemes for production, were sworn in to-day. Signor Mussolini, in a speech, declared that the council was Italy's general staff of industry, agriculture, commerce, banking, and maritime transport.
