(Received March 31st, 9.5 p.m.) BERLIN, March 31. The first European Peasant Congress has opened at Berlin. It is announced as an important step m international co-operation. The police, however, are unsympathetic ana have arrested two dozen visiting delegates on the ground that they are without passports, and they state that the principal initiators of the Congress are fh close connexion with the Kremlin. Those arrested include 17 described as Poles, four Czechs, and two Russians. It is expected that they will be immediately expelled.
