Bavin), after a Cabinet meeting, stated: "We unfortunately were unable to arrive at a common policy at the Premiers' Conference last week and niv Government is faced with the necessity of dealing with the situation separately We shall probably call a conference of trade union representatives and employers' organisations to enlist their co-operation."
