NEGOTIATIONS TO BE REOPENED.

Having punished the envoys who negotiated the Ilabarovsk Protocol, the preliminary settlement of the Chinese Eastern railway dispute, because they went outside the scope and authority of Nanking's instructions, the Government is sending a delegate to" Moscow for formal discussions, as the Soviet retains its military • forces along the Manchurian • border. However, it is feared that the success of the conference is doubtful.
