SHANGHAI, February 13. The Chinese Government has issued orders suspending the clearance of all Chinese coastal vessels from Shanghai for a period of two days. The' Customs is accordingly holding up papers, allowing only three ships to clear. The reason for this astonishing more is at present not clear, but it is believed it presages an outbreak of hostilities against Henslii-shan, leader of the rebellious ''lronsides," who was defeated by Marshal Chiang-Kai-shek's armies last year. The operations may necessitate the transfer of large bodies of troops up the Yangtse river.
