Either the Department. has or has not icted upon that advice, and if it has !0 acted then that 'advice, to put it nildly, cannot have been what _ Mr rripp and Mr Thornton represent it to jave been. The existing deer, goat, md pig menaces supply eloquent evilence as to that.
