BOROUGH COUNCILS.

KAIAPOI. The fortnightly meeting of the ' Kaiapoi Borough Council was held last night. Present—The Mayor (Rev. W. H. A. Vickery), Crs.' G. Greenwood, M. Ramsay, A. Linklater, J. D. Williams, H. Mcintosh, F. Thorne, H. Rinaldi, and A. E. Bsown. Messrs Papprill, Salter, and Gresson wrote forwarding a further lease of the Fire Station for five years to the Kaiapoi Fire Board at a rental of £225 per annum for the Council's approval and execution. It was decided that the leas* be duly signed and sealed. Mr John B. Niven wrote applying to lease Section 110 of "The Pines," and asked for particulars of the yearly rental and building conditions. The application was granted, and it was decided to forward the particulars asked for. Mr J. R. Taplin wrote regretting a breach of the borough by-laws in erecting a shed on his property without a permit, and asked permission from the Council to leave it erected. Permission was - granted. The Kaiapoi Branch of the Plunket Society wrote asking for the Council's annual grant of £5 towards the Society's funds. The request was granted. The secretary of the Kaiapoi W.E.A. Classes wrote expressing the appreciation of members attending the classes of the generosity of the Council in granting the free use of the Council Chambers for meetings. Tha Board's representative on the District Highways Council wrote advising that the estimated cost of paving through the borough, including sealing of shoulders and full width sealing within the business portion, was £12,800. This also included the estimated cost of widening the bridge. Ample provision had been made for contingencies in the estimate. It would not be wise to assume that the Council's share of the cost would be limited to one-fourth of ,he amount, as the Main Highways Board would probably be unwilling to give a £3 for £1 subsidy to the borongh on the full width sealing, and on the bridge widening the customary rates of subsidy to county councils for both of these works being only on a £2 tor £1 basis. This, however, would not make a very large difference to the Council. Particulars of the estimate were as follows : Paving in Concrete—Rate of subsidy 13 for £l, total estimated c»st £11,840.
