READINESS TO RESUME CONVERSATIONS. (wmn omciu- wnauws.) RUGBY, September 12. A Note has been sent by the. British Government to the Soviet Government through the medinm of the Norw-gian Government, expressing readiness to resume conversations on the procedure to be adopted for resuming relations with The Note says that the British Government is readv to continue the conversations at a date convenient to bot* parties. No reply has yet been received. The British Note re in effect a reply to the statement made recently by M. Litvinoff in Moscow.
