NEW REGIME IN CHINA.
ECONOMIC PROPOSALS ENDORSED. CHAMBERS OF COMMERCE CONGRESS. (UNITED PEESS ASSOCIATION —BY ELECTRIC TELEGRAPH —COPTHIGHT.) (Received July 11th, 7.25 p.m) LONDON, July 11. At Amsterdam an event of international importance was the subject of happy remarks by Sir Arthur Balfour, in welcoming the Chinese delegation to the Congress of International Chambers of Commerce. He said that he felt the entrance of China, with her 400.000,000 people with immense economic potentialities, was a memorable occasion. The British delegation had been im-pre-ssed by the outline of financial policy given by Mr Chang Kian-gau, who had declared that the National Government intended to refrain from inviting foreign loans for administration purposes until they had reorganised the various sources of revenue already at their disposal. Sir Arthur Balfour observed that nothing was more calculated to impress the world with the capacity of China's new regime than the really efficient co-ordination of her revenues. "China's evolutionary changes have roused our sympathies, ' he said. "We agree with her in thinking that the framework on which her foreign trade has hitherto been conducted requires alteration, and we welcome the alterations already made in connexion with her tariffs ' The plenary session passed a resolution undertaking to organise a committee of commercial banking forces in China for the purpose of co-opera-tion with the National Government.— Australian Press Association.
