Delegates of the creditor Powers considered the Btamp-Schacht draft report with Dr. Schacht's appended letter accepting a proposed annuity of 2,050,000,000 marks for 37 years, plus payments- covering the Inter-Allied debts for a further 21 years. Dr. Schacht also, it is understood, offered an unconditional payment of 500,000 ; - 000 marks yearly plus the service of the Dawes loan, the United States Armv casts, and the United States Separations, enabling -creditors ta commercialise the capital equivalent of the annuity of 500,000,000 marks, otherwise £400,000,000. The lowneas of the French share presages a deadlock. The French delegates are reported to be in favour of returning to the Spa percentages and agreeing to the distribution of the new annuity in accordance therewith, but the main opposition probably will come from Belgium and Italy.—"The Times" Cables.
AMERICAN INTERESTS. WASHINGTON, May 18. The Secretary of State, Mr Stim--Bon. declared that Federal Reserve officials must abstain from participation in the work of the proposed Internationa] Bank, which is being discussed by tbe Reparations Experts in Paris. Mr Stimson stated that white the United States looks with intereat and sympathy upon tbe work progressing in Paris, the Govprnmerit of tbe United States does not d«sir« to have any American officials participate in the collection of Gertrsn Separations, through the bank or otherwise. Moreover, Federal Reserve officials would not be permitted to select the American representatives to serve on the proposed bank.—Australian Press Association.
