ADIES and Gentlemen, —Feeling that I J have faithfully represented you on the Lyttelton Harbour Board during the past twenty-one years, 1 again respectfully solicit your support at the forthcoming election. During that period in my capacity as a member of the Board, and Chairman from 1923 to 1925, I have consistently 'supported all measures for the progress and development of the Port of Lyttelton, and for the efficiency of its harbour, wharves, and equipment. I have supported reconstruction and enlargement of the wharves, provision of up-to-date cargo handling appliances, cranes, and capstans to expedite the loading and discharging of vessels, and so assist the more rapid transport of our exports and imports to and from the Port by our Railways. During my term I have consistently supported efficient, up-to-date dredges which have lessened the cost of dredging, made possible a large reclamation area where is could be economically provided, and maintained the harbour depths to accommodate the largest vessels in our trade. Consistent with sound finance, I have always stood for the lowest possible harbour dues, which policy directly affects the value of goods to the exporter and importer, or in other words the cost, of living. With the co-operation of our State-owned railways the harbour, wharves, and equipment are, in my opinion, capable of dealing with double the present trade without the expenditure of a million or more for road access to the Port and wharves, which will tend to benefit the City at the expense of country without direct benefit to the primary producer.
