Many people, and especially politicians, 1 appear, to think that the building- and management of ships is merely a qtiostipn ; of money.. But shipping is an industry like >.:■ any other, and it is just as foolish tp seek ' to establish. a , mercantile • fleet artificially by . means of a Government subsidy as it would be to lay down coal seams by the ' same means (remarks tha "Shipping World")., Spain would appear to be the ' latest country to be affected by this merchant shipping complex. Her mercantile marine consists of 789 vessels, totalling 1,137,813 tons gross. Of this tonnago 52.5 per cent, is over 20 years of age, 24 per cont. is over 1 ten but under 20, and -23.5 por. cent, is under ten years of age. The old tonnage is, of course, uneconomic in working, but, if ..it is to be replaced by tonnago built in Spanish yarils, it is considered essential that \ State support should bo forthcoming, as without it the Spanish shipyards are unable to coni-. ' pete witii those abroad. At present the State affords support to ■ the .'shipbuilding industry | to the extent of 8.000,000 pesetas (about • £300,000) per annum. A scheme J;as now been placed before the Government providing for tho construction of 650,000 tons to bo ' built over a period of four years, the State subsidy being raised to 32,000,000 pesetas (4bout £1,200,000) per annum. One of the ! largest firms of shipowners in Spain, Messrs Sota and Aznar, recently placed an order for three vessels of 2500 tons d.w. each with Messrs Wm. Gray and Co., Ltd., of West 1 Hartlepool, while the order for a largp passenger vessel,, for another company has also been placed abroad. ' Would it not really be better in the end for Spain if she allowed i her shipowners to build their ships where they con get them cheapest? The history of the shipping industry in the United States provides the answer. SHIPPING TELEGRAMS. LONDON, December 23.
