GERMANY'S GRIEVANCE,
DEFINITION OF OBLIGATIONS WANTED. (BT CABLS —FRISS ASSOCIATION— CUFTRIGHT.) (AUSTRALIAN AND N.Z CABLK ASSOCIATION.) (Received January 20th, 9.30 p.m.) BKRLIX, January 19. ''Reparations are the root evil with which the German people are faced," declared Dr. Kohler, Minister for Finance, in the Reichstag, during a review of the financial position. He said the Dawes Plan did uot provide the tinal solutkm which Germany demanded in order to realise the exact nature of her obligations. "The present Keich Budget balances without an increase of taxation," he said, "but in my opinion the business boom lias reached a climax, and a gradual falling off in trade is already noticeable. The Government is considering a renewal of credits for the development of exports. The outlook for 1929 is __ gloomier, as an additional £15,000,000 will be required for- the Dawes payments. The Treasury will then lack the funds needful to balance tho budget, and as an increase in taxation is impossible, the strictest economy is essential.''
