BOROUGH COUNCILS.

SUMNER. A meeting of the Sumner Borough Council was held last evening, there being present: The Mayor (Mr W. H. Nicholson), Ors. F. 0. Cooper, H. W. Harris, 0. I. Denbam, B. J. Wilson, V. E. Hamilton, T. Newburgh, W. Honloy, and B. J. Ager. The financial statement showed a debit bank balance of £3168 on November 28th. The Local Government Loans Board wrote concerning tho proposed loans of £SBOO for works and £SOOO for electrical renewals, stating that investigations were being made and further communications with the Council would be made in due course. The Tramway Board wrote offering old points and rails for any purpose for which the Council might require them. The engineer was instructed to report on the condition of the rails. A complaint was received from a gas consumer regarding the faulty registration of a meter. It was alleged that repeated complaints had mot with little or no response. The matter was referred to the Lighting Committee. A letter from a water-diviner offering' to And water at Taylor's Mistake free of charge was received. Mr V. E. Hamilton said that he had been approached by representatives of the Plunket Society, asking for an extension of their hours in the committee-room of the Town Hall. It was agreed to alter the existing hours to 1 o'clock till 4 o'clock. Mr Hamilton brought <ip the question of the Council's liability under the lifeboat accident insurance, for which the Council paid, a premium for a cover or £ISOO. He considered that the fact of paying the premium was an admission of the Council's liability in the event of a serious disaster, when £ISOO would not be nearly sufficient cover. Tho Town Clerk said that the Council paid the premium under an agreement made with the Lifeboat Brigade seven years ago, special arrangements having been made with the State Insurance Office to do so. Mr P. C. Cooper thought that the Council did not incur any liability, but he considered that a legal opinion should be obtained on the point. The matter was left in the hands of Crs. Hamilton, and Cooper to report at the next meeting.
