Bukharin informed the Trades Union Conference at Moscow that the Soviet was introducing an economic manoeuvre to counteract the success of a Leninist manoeuvre, Whicll is causing a relaxation of the Soviet regime and the increased prosperity of private traders. _• . For this reason, he said, BoUmevists must renew their offensive on private capital. It was intended to utilise the poor peasantry to erußh the new bourgeoisie and the private traders.
