The Third . Committee unanimously adopted Finland's proposal to ensure financial assistance to any State that is the victim of aggression. This proposal will also go to a new committee, which will study organisation and security of the Finnish scheme from the British viewpoint. This is a challenge to the small Powers to say what they are willing to do in hard cash to help victims. The Dominion delegates took a little convincing regarding the last paragraph of yesterday's formula suggesting tabulations of military and naval aid, but eventually they saw the wisdom of sending them. The suggestion is now credited to Britain, and will go to the new Securitv Committee,

GENEVA, September 22. Owing to the serious political aspects involved, the Assembly of .the League has deferred till December the discussion -on the Press Conference proposal to abolish peace-time censorship. _ In the meantime, the Council and various Governments will consider the matter.
