Tchitcherin in Moscow by the French Ambassador that, while 1 France is considering the Russian proposal for a non-aggressive pact, no treaty can be concluded in the present circumstances, as it is impos-. sible to negotiate through M. Rakovsky. Also he pointed out that Russia must make final and definite proposals for the settlement of debts. [M. Kakovsky, Soviet Ambassador in Paris, offended the French Government by signing a manifesto issued in Moscow calling upon the workers of the world to revolt against capitalism.] DEBT NEGOTIATIONS. Litvinoff has issued a statement that a full debt agreement lias been reached between France and Russia, but is unsigned because France has hitherto not adopted the Soviet's credit proposals. . "However, doubts will disappear, says M. Litvinoff, "when France learns that the Soviet is ready with a halfyearly instalment of 30,000.000 g°W francs from which the first payments can be made to French holders of Russian securities."
