Tlio correspondent of the "Daily Mail" at Riga says the Soviet War Commissariat reports that eighty per cent, of Soviet factories are supplied with rifles with, which employees .practise regularly. The targets consist of images of popularly-hated people, including Mr Baldwin, Sir Austen Chamberlain, and Genera] Dawes. Sir Austen Chamberlain is., especially popular as a target, special marks being awarded for hitting his monocle.
