Speaking at the opening of the Kananoroa Bridge, Taranaki, Mr AV. A. It is fashionable to.imagine.that .all Departments of the Palbic Service are inefficient and bound'up with-red tape and that the work costs a great deal more than it should. I used.to think so,' and I have/been foolish enough to say so. The great, bulk of public servants, in my opinion, are filled jyith. enthusiasm, efficiency, and ability.
