CITY COUNCIL.

LAST NIGHT'S MEETING. The fortnightly meeting of the City Council was held last evening. Those present were: The Mayor (Mr J. K. Archer), and Councillors D. G. Sullivan, M.P., E. R. McConibs, T. H. Butterfield, G. R. Hunter, K. M. Macfarlanc, J. "W. Roberts, G. Manning, P. W. Sharpe, E. H. Andrews, A. AY. Beaven, M. E. Lyons, A. E. Herbert, J. \Y. Beanlaud, and Clyde Carr. Tho financial statement gave the following details: —General rate levied £132,391 9s Id, collected £2215 3s 3d, leaving outstanding £130,176 5s Gd. The receipts since tho last statement amounted to £58,357 us 7d, and accounts authorised for payment came, to £56,400 15s 3d. Abattoir, EeserveS, and Milk Committee. Tho Abattoir, Reserves, and Milk Committee reported:— The "committee b,3s accepted an offer to supply an under-fired multitubular boiler to replace the one condemned by the inspector of machinery, for tho sum of £3OO, on truck, Kaiapoi. This boiler, which has a working pressure of 1401b to .the square inch, originally cost £1250, but as it was found to be unsuitable for the purposo for which it was required, it has not been used, except for testing purposes. Prices are being obtained for removing the boiler to the abattoir and installing it. In the meantime, the work of dismantling the old boiler has been commenced. A letter has been received from the Phillipstown School C'ommitteo asking if the Council desires to have an opening ceremony in connexion with the school playground, and enquiring if it is prepared to subsidise any expenditure in entertaining visitors and children. The committee has replied stating that it has no funds available for tho purpose deferred to. but will be pleased to be represented should the Playground Committee make any arrangements in connexion with an opening ceremony. Crs J. W. Roberts complained that some of the equipment was more for grown-ups than for children. Tho Mayor said that a letter was going before the committee in connexion with the matter to-day. As there was a possibility of additions being made to tho Addingtou Library building in the near future, tho committee was of opinion that the Council should safeguard, its interests, as the Government Department might at some later date require the land for extensions to the Addington Post Office, which is adjoining. It therefore recommended that application be made to the Minister for Justice to have the title to the property registered in the name of the Council. The report was adopted. By-laws, Tinancc, and Departmental Committee. Tho committee reported:— The committee has authorised the purchase of two motor-cars, one a Chevrolet coach for the sanitary inspectors and general use by the Mayor and Councillors, and the other a Chevrolet tourer for the traffic department. Tho nett cost for tho purchase of the two cars, after deducting a credit for the sale of the old car, will be £395. This sum exceeds tho amount provided on the estimates, but as an off-set against this a saving will be effected in car hire. It was also reported that an application had been received from the Aabbey Taxi Company for a license to run a motoromnibus from Christehurch to Littlo Kiver for tho purpose of carrying picnic parties, the route to be via Oxford terrace, Lincoln road, and Halswell, and the fare to be over 2s per trip, counted one way. The committee recommended that- the necessary license be issued. Tho report was adopted. 0 Electricity Committee. The Electricity Committee reported:— On tho evening of Tuesday, August 23rd, the committee carried out 0 street lighting inspection • with a view to investigating a number of cases that have been held oyer for this purpose. As a result, the erection of tho following lamps is recommended:— One ot the corner o'f Carltou. Mill road and Rhodes street; ouo lamp in each of Innes road, Knowleß street, 'Weston road, and Chapter street; one in Trafalgar street near its junction with Edgeware road; one in Dearsley street, Linwood; one at the junction of Moorhouse avenue and Ferry road; one at tho corner of -St. Martins road and Buxton, terrace. THe report was adopted. Town Planning, Housing, and Health Committee. The committee, reported:— The following subdivisions of land nave been approved:—(a) Piper Estate, '-0. E. Nelson and others (65304), part R.S. 227, Longfellow street, subject to the Director of Town Planning approving of a roadway 50ft in width and tho provision of a turning, point at tho end of the road; (b) K. *. England and Sons (65305), T.S. 1169, 1171, and 1173, Tuam street. • Aerial Survoy. The City Engineer has submitted to the committee samples of photographic prints prepared by the Defence Department in connexion with the aerial survey. Defects are apparent, and the City Engineer states that the plans should be submitted to the Director of Town Planning with a view to ascertaining whether they meet with his approval. As it may be nocessary for the engineer to proceed to Wellington for this purposo, tho committee asks for the requisite authority. TTIO report was adopted. Water Supply and Works Committee. The committee's report on loan works was as follows: — , ~ These works have beon held up to somo extent duriug the past fortnight owing to bad weather, as on some of the jobs more harm than good would have been done by working. The number of men employed has had to be reduced to a certain extent owing to metal not being received in sufficient quantities. The original programme of doing the work in two months was based on a supply of metal averaging 200 cubic yards a day, and during the past fortnight only 780 cubic yards were received. There was, however, a certain amount of time lost at "he quarry through wet weather; otherwise the total would havo been much higher, lhe question of endeavouring to arrange for an increased supply of metal for these works half been left in the hands of the chairman of the committee and the City Engineer for aC With reference to a recent newspaper paragraph to the effect that a newly-metalled nortion of Strickland street had been opened „P for the laying of a water main, the.report said: The City Engineer reports that if ?he re-metalling of the road had been held up until the water-pipes were laid and the cround settled maintenance of the road to fhe extent of from £2O to £3O would have been required, and the waterworks department ™sd have had to cut through a heavy ridge of metal in forming its trench. With these points in view the road was scarified, and graded and metalled up to, but not over the lino of the waterworks department s trench. , The report was adopted.
