Speaking in the Dail during the second reading of the Public Safety Bill, Mr Cosgrave said that while it waa assumed that the so-called Army Council of Ketpublicans as a whole did not murder Mr O'Higigins, there was little doubt that a section of the Council did. He disclosed a number of documents which the Secret Service had seized, adding that the Government had a' copy of the constitution and names of the governing body. During a meeting to discuss Mr de Valera's party entering the Dail, the suggestion was made that any ■ Republican taking the oath should be shot as a traitor. Mr Cosgrave added: "This organisation is a menace to the liberty of the people and must be broken up. The assassination of Mr O'Higgins was the work of a remnant of an armed organisation which was responsible for the civil war. It will carry out further deeds of violence if special steps are not taken to show there is ,no chance of osca:pe." REPUBLICAN TAKES THE OATH. (AUSTRALIAN AND H.Z. CABLE ASSOCIATION.)
