Voroshiloff (Commissary for War}, in a fiery speech at the soviet Congress, asserted that all yie Western Powers, including the States Bordering Russia, were increasing arma 7 ments. Their activity was directed against the Soviet. , The Red Army was not at present prepared for war, and efforts must no be spared to prepare it for the war which was bound to come.
