Declaring that the Canadian Constitu- ■ tion is inferior to those of England, Australia, and South Africa,' because there was no way of changing it, Mr J. S. Woods worth (Labour) proposed in * the House of Commons that'a special committee should consider what amendments might be made in the British North America Act, which, while con- ' serving the principles of the Federation, would enable Canada more ade- - quately to cope with the complicated ' problems which now confront her. Among the reasons advanced is the action of the State preventing the enactment of popular legislation.
