U.S. SEA POWER.

PROPOSED INCREASES. (BI CABLE—PRESS. ASSOCIATION— COPTRIQBT.) (AUSTRALIAN AND N.Z. CABLE ASSOCIATION.) WASHINGTON, January 17. The Houso Naval Affairs Committee, in a report, declared that the elevation of guns on 13 battleships would hot conflict with the spirit ot the Washington Arms Treaty, but added that the President must determine whether the work should be undertaken. The committee's report indicates the intention of enlarging the United States sea power on the theory that foreign -building programmes have disarranged the treaty ratios. The proposed new elevations would give a range of approximately 24,600 yards on the old vessels and 84,000 yards on the Oklahoma and Nevada. The elevation proposal was defeated in last session of the House, but members who then opposed the proposal are now thought to be favourable to the plan.
