Briand has agreed to form a Cabinet, and has set himself the task of forming it on a broad basis. He hab issued a statement appealing to political groups to sink their differences and make an effort of abnegation and self-sacrifice, to unite in the best interests of the country, and to consecrate tbemeslves to financial reconstruction which, if not easy, is at least possible. BOLD PROJECT. (eeutbe's telegrams.) (Received June 17th. 11.5 p.m.) PARIS. June 17. Adversity will make strange bedfellows in the French Cabinet if M. Briand succeeds in the bold project outlined in a semi-official statement indicating that he will first approach M. Eerriot, leader of the most important group in the Chamber. He will then seek to enlist the services of diverse personalities, like M. Poincare, leader of the Union Republicaine, and M. Briand's project seems destined to failure in view of the fact that a Congress of the' Radical Socialist Parties have resolved to oppose the formation of a Cabinet of a National Union, while declaring their willingness to support any Republican Government determined to restore the financial position. The newspapers anticipate that the result of this decision will be that M. Herriot will refuse to participate in the new Government.
