Preliminary arrangements • are now in hand regarding 'the programme of the-Third Congress of the Universities of the Empire. 1926. The Congress will assemble,in London on July 12th, and will adjourn to Cambridge next i day, where the lit. Hon. the Earl of Balfour, Chancellor of the University of Cambridge and Chancellor of the University of Edinburgh, will preside; over, the opening' session, .which "will, discuss "The State and -the. University." ~.. . ....'" The Rt. Hon. George, Viscount Cave, Lord High Chancellor and Chan.cellor of the University of Oxford, will preside over the session, which will have for discussion the subject, "The Desirability of establishing in London a School of Advanced Legal Studies.'* When the session considers "Co-opera-tion in Research throughout the Em-: pire," the chairman will be the Marquess of Londonderry,' Chancellor of the Queen's University of Belfast. Other subjects arranged for the consideration of the Congress include: "Mutual Recognition of Examinations and of time spent- in study elsewhere," "The desirability of making prbvision for the Physical Welfare arid Training. of students 'and tho Organisation "of Athletics, with a view to securing more general participation.". "The actual working of the Ph.D. scheme," and "The desirability of articulating other Pension schemes with the ' Federated Superannuation System of Great Britain and Ireland;"
