SOVIET'S CLAIMS. (B? C*?LX—f&ESg ASSQOAT|OK*-COPVaiOBT-) (AUSTBALIAif AND K.Z. CABLE ASSOCIATION.) LONDON, April 16. The Riga correspondent of "The Times" says, apparently in connexion with Captain Amundsen's expedition, that the Soviet is proclaiming as Soviet territory all lands and islands which may be discovered northward of the Russian coasts to the North Pole, irrespective of by whom they may be discovered.
