COUNTY COUNCILS

EYRE. -Tho Int. meeting of, the Eyre Count-. Council was attended by Messrs H. E. Evana (in the chair), C. E. Baynon. John Co-wens, Jameo Wright, K. G. Wolff, ami R- O. Dixon. Correspondence was received from Messrs F. G. Horrell and F. A. Sheat objecting to the proposal of the Council to niaie the proposed bridge at West Eyreton only 9ft 6in between the Whcelguard3, and asking that it be 13 feet. Mr Honell also ang- ♦ £ u- * a vot * Bnould be obtaiied from the West Eyreton ratepayers in favour of the bridge before any further tteps were taken. Councillors said that as the whole county was to foot the bill there was no need f v an< * as additional subscriptions asked for had not been volunteered, it was decided to hold up the matter for the present, as there seemed a great possibility of the ratepayers around Boyd's road petitioning to have a special rating area formed there to finance the erection of a bridge at the ford. I'he Council decided to support the suggestion of the Bruce County Council that legislation should be introduced making it imperative that applicants for the licensing or transfer of license of a motor-car should first give proof that they were fully insured against tho third-party accident risk. Mr R. C. Chapman was given leave to rlough one side of Chapman's Boundary road on certain stipulated conditions. Instructions being received from the .Medicrl Officer of Health that tho channelling of Willock street, near Kaiapoi, >hould lie undertaken at once, i: wa3 decided to ask the Health Officer to show where the Council had power to rate the area sufficiently high to provide for the work. It was decided to move an old building from Eyreton, to be used ns a stable at Clarkville, if tho building were found to be sound, and to purchase two horses foi U3e with the scraper there. A five-acre lea9e in Horrelvillo terminating at the end of March, it was decided to offer the same by auction in Eangiora on the 23rd inst. It was decided that the penalty of 10 per cent, be added to all Waimaiariri River Trust rates unpaid by March 25th, and that notices bo Bent out that all- county rates unpaid on the 27th would be sued for. The clerk reported that if no further county moneys came to hand, the Council would yet have a credit balance in tho bank of over £IOO at th o end of the .year, and that the outstanding rates, payments duo from the Main Highways Board, etc., were sufficient to leave a credit of some £SOO over any possible expenditure during the mouth—a position which Councillors felt wa3 quite satisfactory. On the strength of the financial position, the engineer wa3 instructed to prepare plans and specifications for the deviation ot the Main Highway on Dixon road, just beyond Cherry's ford. The engineer was instructed to make surveys for an exchange of land at Wolff's Fovd, where the present road encroached on Mr Wolff's land, if; after inspection x by the chairman and himself, it was thought advisable. Tho engineer reported that Cherry's Ford concrete bridge was well under ray, and would probably be completed well under the estimate; that the waßhout at Greig's road drain seemed eo likely to be again washed last flood in the Waimakariri to top the awav, iudging by a close attempt of the bank at Hassall's, that it was being done in a cheap way, and that Roud and Sons were making good progress with the felling arid cleaning up of the West Eyreton plantations. j KAIKOURA. j Tho monthly meeting of the Kaikoura i County Council took place on Friday. Present: Crs James Boyd (chairman), D. Boyd, C. Paunell, G. D. Smith, P. Curran, E. H. Workman, G. Eaton, and G. Shand. An apology was received for the absence of Cr. P. Acton-Adams. N. J. Trolove wrote, again complaining .of the state of the road leading to his property, and the engineer was instructed to have the water-tables attended to by the surfaceman. •Messrs Perry, Kinnorney, and Finch notified that the New Zealand Farmers' Co-op. had purchased the Greenhills Estate, and that Mr H, Snushall had no further interest in same. The Kaikoura United Motor Company was given permission to erect a petrol bowser, subject to conditions laid down by the engineer; It was decided to'notify the Marlborough Automobile Association that tho willows at Burland's- Creek would be removed as requested. The Council could not see its way to support the Bruce County Council respecting resolution, regarding compulsory insurance by car-owners. . It was resolved that'the stock inspector bo informed that the. Council was mot responsible for the [destruction o£ rabbits or noxious weeds on road reserves. The Public AVorks Department notified that £4O 5s 9d :had been f'hteeil to. the credit of the Council's' -funds • for Christchurch-Blen-heira-Culverdcn roads. , , . Permission was given to the .Main' Highways Board to remote clay at Puhi road. The Health-Inspector asked whether drainage requirements at. the Club Hotel and Hapukn Dairy' Factory had been attended to. The Council,advised that it would - be preferable for tho inspector to make his own inspection. ■ The engineer reported on contracts completed, and balances duo were authorised to be paid. . •■■ ■ ' , The wharfinger reported as follows: Inward cargo for February, 267 tons; outward cargo: General 35 tons, timber 16,366 sup. feet, woo} and skins 28 bales and bundles, sheep 971. Inward charges, £SB 17s 3d; outward, £24 3s 3d; ship and other charges £2B 13s Id; wages, £6B 18s 4d. A. ,Johnston and R. Strahl £139 Us for 42 yards, Mathieson £lls 17s 6d for 35 yards. Tho matter was left in th« hands of tho engineer. E. Brick's tender was accepted 'for metalling at Blue Duck road, at 6s per yard, and J;' Taylor's, 6s per yard, or crate at Puhi Puhi, work not to be proceeded with until end of financial year, March 31s*. • The engineer was Instructed to make an inspection of Lyell Creek, and ■•£«»•£«•■ on those who had not removed obstructions, with a view to taking legal proceedings. The engineer was instructed to proceed with tho road at Kaha.utara x to Mr J. Boyd's proCr.' Workman was empowered to mako arrangements for tree planting at feouth Bay, and £lO was authorised to be expended on tree planting on North road. It was decided to attend to approach at Cribb Creek, where erosion was taking place, also that Bell's Creek ford receive a" 0 "* 10 "- Messrs T. Harle, F. H. Flower, and A. B. Clark (Progress League) waited on the Council regarding Lyell Creek bridge, asking that a new bridge bo erected to cope. with, the increasing motor traffic, the Mam Highwajs Board having previously been approached regarding the work. The Board was prepared to find £1 for £1 for a new structure. Tho chairman said that it would be necessary to strike an extra rate for such work. He did not see any hope at present of the Conncil embarking on the work. It was agreed to make enquiries cost of a new bridge. . , , _„ Mr Jlunro, electrical engineer, reported on electric light plant. Tho producer had been overhauled, and was now giving complete satisfaction. The staff had worked continuouslv on the work during the period of dismantling. The revenue for 25 days was ±JU, and the expenditure covering 28 days was £92 10s sd, leaving a credit balance on operating account of £4 10s sd. The pay-sheet, general account » ? o u iss, wharf £261 14s 3d, and electric light £B4 12s 7d, were passed for payment. The riding expenditure for tho month was as follows :-Poninsula 3d. suburban £64 ss. Conway £23 9s, Clarence £166 10s.Hnndalee nil. . It was decided to take steps to secure two acres at Parangarau for shingle reserve, the owner of the property having demanded „d per yard for metal removed, which was contrary to the lease. Cr. Curran reported on the old wharf and sea wall, and on the condition of the path leading past the Courthouse. It was decided to brine the former matters under the notice of the Hon. A. D. ilcLeod, and the engineer was requested to attend to the latter matter. '
