Downie Stewart: "I feel I must congratulate you, as Minister of [ndustTies and Commerce, and the Government as a whole, on the evtraordinarily fine- and interesting exhibits made by the State Departments and by individual firms of manufacturers at the New Zealand and South Seas Exhibition They are an evidence of the close touch that has been secured between the Government and the needs of the people. It) is only by studying the exhibits collectively that a just estimate can be formed of the miraculous progress already achieved, and of the proud hopes that should be fe t for the continuance of a well-balanced ment, both on the primary and the secondary sides.
