VON SCHEER'S "VICTORY."

Interest in Admiral von Scheer's theoretical great naval victory at the close of tho war, with which German Generals are now consoling themselves for, its lo6S, lias been aroused by tho evidence of Prince Max of Baden before tho Reichstag Commission of Enquiry. Prince Max, who was then the Imperial Chancellor, suggests that tho plan failed because he was not taken into the secret. He asks: Why did not the Navy trust moP I would probably have advised the postponement of the attack until the terms of tho Armistice were known. Then tho undertaking would probably have succeeded, but I would have favoured the plan even if it involved the sacrifice of the whole fleet, for it might have proved a new Thermopylae and stimulated the fatigued nation to hold out until victory was achieved.
