General Butler, who was discharged kst year by slayor Ivcndrick, though ho wished to continue two years' service as Police Cliief of Philadelphia, addressing 3000 dry advocates before returning to tho slarine Corps, mado a final explanation of his attempts to clean up Philadelphia, in which ho was blocked by tho dominant municipal political machine. , General Butler declared that Philadelphia was a cesspool which citizens of tho remainder of Pennsylvania should clean out, and oven if necessary tako over the city government. Tho former Police Chief charged Mayor Kendrick with having proved himself disloyal, having first promised General Butler that tho latter would not bo hampered, after which the Mayor gave him only lukewarm support, and finally turned openly against liim when ho attempted to padlock two of the city's largest hotels. General Butler said that only 10 p?r cent- of the arrests for violations of tho liquor law usually resulted in convictions, and recently tho percentage has been only three. Governor Pinchot, speaking after General Butler, said it was a happy Christmas for the crooks in Philadelphia, because General Butler was out; but it was a, bad day for Philadelphia, Pennsylvania, and the United States.
