Albany, capital of New York State, is preparing to put into operation next year a plan under which all children showing any tendency toward mental derangemtent will be.. sought out in schools and given early treatment in an effort to check crime and the alarming increase, in insanity. Dr. Haviland, chairman of the State Hospital Commission, and Br. Graves, State Minister of Education, are working out the plan. They believe that the great preponderance of crime among the youth is "caused by mental defects ajid could be corrected if these potential criminals were discovered when they were school children. Drs. Haviland and Graves will ask the Legislature for an appropriation to carry out, psychiatry in public education and the psychiater ' will work through doctors and nurses in every city. He will collect infonnation of the children, showing traces of insanity and these will be treated at various clinics to-be maintained throughout the State.
