MONEY AND PEOPLE.

♦ ' IMPERIAL MIGRATION LOAN DISCUSSION AT LIVERPOOL. (FKOM OUR OWH COEMSSFOSDBHT.) LONDON, November 20. The Liverpool Chamber of Commerce has decided to hold a special meeting at an early dato to discuss tho question of unemployment an 3 emigration and to formulate proposals for tho solution of the- problem. Mr E. V. Edwards (chairman of the transport committee), mentioned a suggestion brought to his notice that it would ho an enormous advantage to this country if an agreement could bo made to allow Australia, Now Zealand. Canada, and South Africa 200 to ijOO million pounds free of interest for five years with the provision that these' countries should repay to this country on the expiry of iivo rea jj?> five per cent, interest and an additional five per cent, as redemption fee. It seemed a large thing to ask for the advance of such a.sum, bnt on the other hand over 100 millions was heino spent every year on the dole, which* yielded no return at afl. The Agent-General for Queensland had said that if Queensland had tho money it could prepare the country to receive larp;e numbers of the British population. The Labour Ministry in the Labour Government had been prepared to consider proposals to do something in a big wav on this question, but their short, term of office did not permit them to go far. It was "up to the present Government now to see what could be done to deal effectively with this growing problem of our surplus population. Mr Green asked': "Do you think the. maioritv of onr nuemnloyed would want to go abroad? "We can't force them to go." Another member: "You certainly can't while thev have -the dole.'' Mr J. P. Rudolf said the unfortunate fact was that the majority of our unemployed wero townspeople with industrial training and quite unfitted for work on the land.
