A Genoa coal syndicate, comprising 30,000 members, all Fascists, suggested a patriotic scheme under \ which 5,000,000 Italians would voluntarily subscribe a dollar each annually for five years to pay off the debt instalments agreed to at 'Washington.' Fascist organisations in other centres, including the Milan Fascist Directory, warmly approved the scheme and con? voiced provincial communal conferences to make the movement national.
