Tho Prince- of Wales, aboard H.M.Ss Bepuloe, arrived at- Portsmouth as noon to-day on his return from .South •Africa and £outh America. H.M.S. Repulse was escorted by destroyers and flying-boats. A sligjst hazo lay over the aea. and raia fel! in a steady driaele. All the ships ia ta* harboirr were manned, and the RttjwjW , was cheered as she proceeded to hue berth. HJI.S. Repulse berthed pa»etually at noon amidst the aotmd vi saluting guns. The cheering populace occupied every vantage point. *R»* Prince waved his hat from the bridge. As it was raining hard, the Frine* invited the Mayor and members of the Corporation of Portsmouth aboard, the Repulse, where Uwy presented an address congratulating the Pnnco on ti» conclusion of hi.* tour, and expreaain; tho belief that the visits to \Ve»t cad South Africa would l>e of inettuosbV value, uniting and strengthening ihe Empire, and ako that the rbti to South America woukl cement friendly Anglo-South American relation*. The Prince, replying, aaid that few reception orerywhere had bee* the kindliest and most hospitable. Subsequently. i n the pouring ra»» t tho Prince was piped off the wawaip. Amidst loud cheern and the cswaaJßg hands ho entered the Royal train far London. Ho obviously was touched by ta* warmth of his reception. Their Majesties lYince** Mary, Prinoo Arthur,, the Duke of Cefcnaught, and other Royalties, nenhaKa of tho Cabinet and diplomat* welcomed the Prince of- Wales, who was accompanied by the Duke of York aad Prino© Henry, who met their tootker nt Portsmouth, on his arrival at Victoria, elation. The Ptrineo was dressed in the w»iform of the Welsh Guards, He waa greeted by tho King, and wa* afartionately kiaaed by the Quae*. At tho conclusion of the toraatitawv the drive towards the palaca oocaerioned a wild scene of entaasiam awl loud cheere.
