The Fall Coiirt gaVc judgment in the Christchurch Drainage Board case this morning, to the effect that if the defendant Board so resolves, the rates must be levied on capital value and not on unimproved value. Costa amounting to 30 guineas -were awarded to the defendant Board. The Christchurch City Council, which collects the rates for the Drainage Board, had disputed the Board's right to levy on capital value. The effect of the Court's decision is to give authority to the Board to levy on capital value, as it has done in the past.
