Drastic and determined action is necessary to secure rcfrrms ensuring workers on the land a proper wage and ' opportunities of advancement. The rqport declares that the Stat© must exercise its right and full functions as regards agricultural land in. order to* secure Iho best possible conditions and tenure, and fio assist in its full development. .'
