Elk Hills naval oil-leaae decision, which found that reserves in California, were obtained by the Pan-American Petroleum and Transport Companies through fraud and conspiracy, will'commence at Sau Francisco. Harry Sinclair and Albert Fall, exSecretary of the Interior, have filed demurrers in tho Supreme Court of the district of. Columbia, which, if sustained,'will shift the responsibility for tho Teapot Dome leases from Fall to Edwin Denby, ex-Secretary of the Navy. Tho demurrers claim that Fall never had power to enact the leases, whereas Denby'B power was unlimited and unconditional. No legal authority existed for competitive tendering. The indictments standing against Fall take it for granted that he possessed power which the -demurrers disclaim his having. « Argument on the demurrers will probably be heard a fortnight hence.
