BLENHEIM ENDORSES RICCARTON PROTEST. (sfzcux to "tsx fuh.") BLENHEIM, March 27. Tlio Blenheim Borough Council has endorsed tho circularised protest of the Eicearton Borough Council against the policy of the Main Highways Board in refusing to assist cities and boroughs. Tho Mayor (Mr E. S. Parker) said that Blenheim was in much the same position as Eicearton. Although it might not have the same volume of traffic over its roads, three main highways radiated from Blenheim, and their maintenance was subsidised by the Highways Board as far as the borough boundary, but after that tho Council had (o pay the cost of upkeep. That would not be so bad if the borough had not to assist the County Council to pay. for bridges in the counties. Another point was that the Highways Board was now going to undertake the levying of the heavy traffic fees, and there was a danger that the Council would lose some of the heavy haulage revenue, which it had been able to collect this year. The townspeople who owned cars and heavy haulage vehicles were going to be called upon to maintain the highways, J7i addition to providing for tlie entire upkeep of I heir own streets.
