HEAVY TRAFFIC.

PROPOSED INCREASE IN FEES. In-accordance with the resolution arrived at by last week's meeting of representatives of the local authorities in and about the city interested in the Joint .Heavy Traffic' By-law, to the effect that the fees under the by-law should be increased 50 per cent., each of the local bodies interested is being asked by the City Council- to pass motions in support of the increase. Under Section. 35 of the by-law it is provided that alterations to the bylaw can be effected only by the unani-i mous decision of the local authorities interested-r-each body must arrive at a resolution agreeing to the alteration.

The Heathcote County Council at its latest meeting agreed to the proposal to increase, the fees by 50 per cent. The County Clerk (Mr O. Machattie), who was the secretary of the- committee set up tyo-or three years ago to draft'the joint heavy traffic by-law wiicli is now. in operation," in conveying'the'County Council's decision to the Town Clerk, writes. as follows: — "I note that y6u state that the resolution requires to be endorsed by each of the local bodies. I have to respectfully refer you to the minutes of proceedings of' the conference of the delegates held in this office on November Ist, 1923, when the conference, in agreeing to the City Council's request that the fees should remain .is they were for the first 12 months, received from : the City "Council delegates their assurance that they would undertake to recommend to their Council that the fees be increased should the other local "bodies propose same. It was, moreover, understood that if the proposed increase w«is not unanimously agreed to, the wish of the majority would prevail and the resolution be made unanimous."'

The effect of the assurance given by the City Council referred to above; is-that in the eyent of the majority, of local authorities. Agreeing to the increase the minority will withdraw their opposition, thus making the decision unanimous. '
