HEJATHCOTE. Ttie Heathco'te County Council met last night. C, Fiaveii (chairman), A. H. Adams," J. H. Moore, B. Kiley, and W. Scarff. Apo'ogies of- absence were received from Crs. A. F. Smith and W. Kerr.
The chaiarman'.reported : that the Cashmere loan poll had been lost by 154 votes to 117. • , ■ ..-•.,;>
Eegarding ,the Morten Settlement road, the county clerk. reported that Mr J. McCombs, M.P.,' had informed him that the Minister of Crown Lands had agreed to a, subsidy of £SO. That-amount,' with the Public Works grant of £l5O, and the:B.S.A. £IOO, made a total of £3OO, which; was the Public Works, Department's estimate of the cost of the completion of the road;.
The clerk said that the revision of the electrical charges »was to be brought forward this month. It .was, however, impossible' to consider the .matter at such an early date, and- he suggested that it' be brought up next June. The suggestion agreed to. Concerning the registration of dogs, tha clerk recommended that it be advertised' that ■ all owners of unregistered- dogs wbuld : be prosecuted after IJriday next, and that' the ranger be'empowered to take all such cases to the Council's solicitor.. ' .'•''
On the*recommendation of the.inspector, it was decided to patch the Wainbni road beyond Breeze's road. '
The inspector reported that he had ar-' ranged to meet the inspector of, the New Brighton Borough Council at the Bower' bridge to-day to go into the ■ question ■of repairs to the approaches. < To tar.the- foot-, paths in. the Valley :Hiding 1060 gallons of bitumen had been ordered . and would be' delivered in twelve days." . The clerk was, given'authority-to pay 1 per cent, brokage on the Arunui Hall.Loan of £IC6O if necessary.

In the electric light 'department' three new connexions had been mode during the month.. Cr. ■ G. K. Crys'ell gave notice to move ai the next meeting that the. road known as Earlys roadie declared a county, road. Correspondence, was .received- from the North Canterbury Hospital Board, .stating that it intended to raise a loan of £70,000 for the-erection of'buildings. ■
Cr. Tallbtt moved, and Cr. "Garrett seconded that the Council approve of the term of the Iran, 15 year's! ' Ah amendment.that seeing • the rbuildinßß are of a permanent character and'probably good for 50 to 100 years', this Council, while not - opposing' the • raising 'of a," 1 loan, 1 'ib of the opinion that, the term of the-loan should be. extended over a: long period, Bay, 3§J years, with a sinking fund ,of 1. I>er cent, was carried. ". • . The sanitary inspector wrote enclosing a copy of a notice served on a ratepayer in the' district. '• . ' - : _,. Correspondence. was received .from the district electrical engineer in reference to the alteration of the system of payment for electric current. MOUNT HERBERT. At the monthly meeting of .the Mount Herbert County Council there were Cra. J. A. Gellety. (chairman), A. E. ■ Williams, W. H. Firmston.-E.A. Harkereas, K. A. Anderson,. Chas.; Pope, Keg. Gebbie, and R. J. Candy.* The chairman moved that, a letter • of condolence be forwarded, to Mr Oliver. Hunter (Church-Bay), expressing the Council a sympathy with him in his bereavement, inemotion was carried in • silence, members standing. . . ' , ,"• ' * The chairman reported that he had , met the Public Works Engineers at Jtopaki Reserve regarding• the.formation of a road through the. pa.. They wished the Council to undertake the work-of formation, according' to - their ■ specifications, and he • recommended the - Council to.'undertake the work. The Council decided to' early out the work as soon : as the men returned from grassThe°*Hospital : Board wrote stating that the Board proposed to raise 1 a loan oi £70,000 for additional buildings, the currency to be for fifteen years. The Council approved of the loan, in preference, to making a.levy on the local bodies-for a short period. . , It was . resolved •to call applications _ for the position of ranger for the Port_ 1*77 riding, the present ranger to act in the meantime. ~ The Minister of Internal Affairs forwarded, a copy of the proposed motor r «g ula " onß ' and invited thereon. _The Counci' approved of-the'draft regulation*. •It was* resolved •to : add 10 per cent to all "rates outstanding after February 28th. Tho foreman's report was rea'd and considered, and . the riding members agreed to meet an >an early date to consider the various works suggested to be done. The financial statement showed a debit balance of £llOB 13s, rates outstanding totalled £1044 9s 4d.. . The clerk was instructed' to apply . for an advance of 75 Ter cent, of subsidy.
