MINISTERIAL SURPRISE. (gt CAiLH—MUMS ASSOCIATION—CO*THIO*T) (At&THAUAH AKD K.Z. CABLE ASSOCIATJOB.) CAPE TOWN. February 8. Mf Tielman Roos, Nationalist Minister of Justice, launched a bombshell by releasing about a thousand short-term prisoners. The gaol officials were taken completely by surprise. The Minister professes that his object is to give offenders another chance, but in some quarters it is regarded as a political move. The Press comments on the undeairabilitv of a Minister who is new to office emptying the prisons merely at his own caprice.
