SOVIET GOVERNMENT'S OFFER
(bt cable—rnuss association—corriiGHT) (REUTRR'S TELIOSAUB.) LONDON, December 23. M. Rakovsky, Soviet Charge d'Affaires, in a letter to Mr Austen Chamberlain (Foreign Secretary) with reference to tho statement of Sir William Joynson-Hieks (Home Secretary) on the Zinovieff letter, says that in the interests of truth he aesires to assist in the investigation of the matter. ' Tho Soviet Government is prepared to. guarantee the unhindered departure from Russia of the person who supplied the British Government with the document. [The Home Secretary_ stated that Cabinet accepted the finding of tho responsible committee that the Zinpvietf letter was genuine. He declined to publish the evidence on the ground that it might endanger individual lives.]
