Germany, in roJ)ly to the League of Nations Council regarding her entry to the League, makes adherence to tho Covenant conditional on the concession to Germany of the right to deciae regarding active participation in tho League in the event of punitive undertakings in viciv of the disproportionate state of the armaments of European Powers. An annex to the Xote reiterates Germany's claims respecting equality in regard to -war guilt. Germany expects to be admitted to the mandatory system of tho League in regard to ex-German colonies.
