'—' SPRINGS. Thursday's meeting o£ the Springs Cotm ty Council was attended bv Crs. A. Thomp S(m (chairman), E. Tarr. E. H. Howell, J. 8Simpson, and J. H. Williams. Wairewa County Council forwarded 8 statement of the cost of rebuilding Miller's bridge at Motukarara and of repairs to the sea bridge. The cost of the work was shar e4 by the two counties, and the amount due j by Springs was .£203 18s 3d. The engineer said that a good job had been made of the new bridge, which Was not likely to require further attention lor ° I°° that Springston Riding should pay two-thirds of the account and Greenpark Riding one-third. The engineer reported having inspected the river at Coe's Ford. A considerable quantity of willow branches had been felled into the stream and were likely to cause trouble later on. Mr Garland a resident of the ford, had suggested diverting a small stream into an channel, and ne agreed that this was desirable. It was decided to have the diversion carried out. . .. T , Mr S. Jameson, secretary of the Lake Ellesmere Domain Board, asked tho Council to regulate the speed of motor vehicles on the road forming the river boundary of the Domain. It was decided to erect notice boards. The Springs ton Gala Committee thanked the Council for the use of its grader free of cost to grade the track in the Domain. The engineer reported that a good deal of metal-crushing had been done. River cleaning work was now in hand. Up to Tuesday 461 cubic yards of metal had been delivered to Neill's road, and other roads had received attention. The chairman reported that » deputation representative of Springs, Halswell, and Paparua County Councils had waited upon the Hon. Sir Henton Rhodes in reference to the desiro to have a maternity hospital established at Lincoln to serve the three counties. Sir Heaton had expressed himself os being in sympathy with the proposal, and promised to interview the Minister of Health and the chairman of the North Canterbury Hospital Board. Cr. E. H. Rowell mentioned the need of improvements at Coe's Ford, where a large quantity of loose shingle was making it very difficult for vehicles to cross the river. Scooping would improve the track. It was decided to ask the Ellesmere County Council to pay haJf the cost of the necesßary scooping. It was_ agreed that it was not worth •while calling tenders for the cocksfoot cutting rights on the public roads. A resolution was carried that 10 per cent, should .be added to all rates unpaid by January 31st. Mr P. Tod was reappointed dog ranger, and the fees were fixed as usual, 2s Cd for sheep and cattle dogs, and 10s for all others. It was decided to take steps to have some willows cut back in Day's road, to improve Collins's road, to form the road at Burnham between Messrs Lowe and Taylor's properties, and to improve a road at Motukarara about which Mr Britcliffe had complained. Tho financial statement gave the bank balance as £348 0s sd, and the accounts for payment £303 8s 4d. Springston Riding had a credit of £769 2s Id, and Greenpark Riding a debit of £5Ol 19s sd. PAPARUA. The last meeting of the Paparua County Council was presided over by Mr Leslie. Mr "Wyvern Wileon, S.M., wrote notifying that he had been appointed a Commission to deal with the cost of' the upkeep of the Park roads. On the motion of the chairman, the County Clerk, Mr Maginness, was appointed to represent the Council. The Christchurch City Council wrote forwarding particulars of the proposed allocation of the heavy traffic license fees, and stating that the proposals had been endorsed by the City Council. It was decided to agree to the apportionment. A complaint concerning the recklesj} riding of a motor-cyclist who travelled towards the city from Sockburn each morning l at a high speed • was referred to the police. An application for a license to treat, tar at Middleton was referred to a sub-commit-tee to investigate. The water race overseers- reported that race cleaning hud been completed and that there was a good water supply on at present. The clerk reported that he had put"a surfaceman on the Bealey road, with beneficial effect. This road is now in much better order than it has been lately. It was also reported that both the counties of Halswell and Springs had been fully supplied with Birdling's Flat, shingle, and that the whole output would now bo coming to Paparua. Fresh pipes had been put in opposite the store at Yaldhurst. In the past the pipes' formerly there were often }>k>cked, but it was anticipated th'at this new set would take all the water necessary to send down the race. The main race on Pound road had also been bridged and several other minor races had been piped. The race through the Crown Lands at had been cleaned and thero was now a good supply of water going on to the College farm of Ashley Dene. It was resolved that the final instalment of the Hospital Board's levy be paid at once. The payment amounting to £1489 lis 9d was passed for' payment.
